Title: Business Analyst V

Location: Lansing, MI (Hybrid – 2-days onsite per week)

Note: This is a W2 contract role – C2C, 1099, & 3^rd party candidates will NOT be considered

Key responsibilities include being the liaison between project stakeholders, as well as providing expert facilitation and elicitation and process modeling to help develop strategy and requirements for ongoing enhancements and related work projects. In addition, as part of the overall support for EGLE, this person will be a critical member of the Business Analyst team, participating in various related work requests for EGLE and contributing to the operational activities of the BA team. The ideal candidate will be a strong facilitator experienced using facilitation for requirements elicitation; experience with gap fit analysis and program performance analytics.

Position Responsibilities:

• Manage the facilitation of requirements elicitation meetings; experience with gap fit analysis and requirements refinement
• Review, analyze, and evaluate business systems and user needs
• Formulate systems to parallel overall business strategies
• Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
• Write detailed description of user needs, program functions, and steps required to develop or modify computer programs
• Prepare and document Functional and Technical Specifications for reporting and data warehouse work
• Assist with business warehouse/intelligence support and enhancements
• Develop RFPs
• Assist in the deployment and management of end-user reporting tools and platforms
• Work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions
• Document and provide knowledge transfer to the rest of the Enterprise Reporting Team for all solutions

Position Qualifications:

• A minimum of 7 years of experience conducting business process review and requirements elicitation and documentation, including experience with process modeling
• A minimum of 5 years of experience developing and/or managing user stories on Agile development project(s)
• A minimum of 2 years of experience working directly with senior management in facilitating discussions to determine strategy, develop road maps, and/or gain consensus to resolve opposing positions
• A minimum of 2 years of experience supporting the development of or compliance to statement of work and/or other work agreements/contracts
• A minimum of 2 years of experience working on projects developing/implementing IT solutions for public use
• A minimum of 1 year of experience working with programs governed by state and/or federal regulations
• Experience with business process re-engineering and identifying new applications of technology to business problems to make business more effective
• Familiarity with industry standard (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering
• A minimum of a Bachelor’s Degree in a relevant field
